Permission in Principle (PIP) granted for a residential development of 7 to 9 dwellings in Huntingdonshire.
The Planning Inspector allowed the appeal following Huntingdonshire District Council’s refusal of the original application.
The main issue was whether the site was suitable for residential development, having regard to its location, proposed land use and scale, and the effect on the setting of nearby heritage assets.
The Inspector concluded that:
- The site is suitably located between existing residential developments and does not strongly exhibit open countryside characteristics.
- The proposed scale is modest and appropriate for a designated Small Settlement.
- Despite being outside the defined settlement boundary, the site’s relationship to surrounding development and the district’s lack of a five year housing land supply outweighed policy conflicts.
- The development would cause less than substantial harm to the setting of the Ellington Conservation Area, but this was outweighed by the public benefits, including housing supply and support for local services in the contribution to the vitality of the rural community.
- The proposal would preserve the setting of nearby listed buildings.
